You can only get one of three achievements from fraudster. Fraudster mini quest begins by talking to a Weapon next to a wall in Central Stafskiff Haven. Then head to Realm-Keeping Commission Chancery in the Exalting Sanctum and talk to the same man. Then talk to Jingyan nearby and tell her you've been scammed.

Refers to the saying that you can't have more than is reasonable and in addition you could also see it as a contradicting statement where, if you eat your cake, you can't have it. A perfect reference to the achievement where you swindle a swindler by extorting more money than they swindled originally.
