In the military, a preemptive strike is an attack against an enemy in response to an obvious threat of attack by that enemy. The Chinese version, 先发制人, is an idiom originating from historical stories, with its earliest reference found in "Records of the Grand Historian: Biography of Xiang Yu." It was originally used in a war situation, where the side that takes action first often holds the initiative and can subdue the opponent (发: initiate; 制: control). Later, it came to refer to taking preemptive action. The earliest reference by Sima Qian (Biography of Xiang Yu) states: 秦二世元年七月,陈涉等起大泽中。其九月,会稽守通谓梁曰:“江西皆反,此亦天亡秦之时也。吾闻先即制人,后则为人所制。吾欲发兵,使公及桓楚将。” While a derivation by Ban Gu (Biography of Xiang Ji) states: 秦二世元年,陈胜起。九月,会稽假守通素贤梁,乃召与计事。梁曰:“方今江西皆反秦,此亦天亡秦时也。先发制人,后发制于人。” The story is described similarly in both, but the statement in the earliest reference is recorded as "先即制人,后则为人所制," while in the derivation, it is written as "先发制人,后发制于人." Although there is a slight difference in wording, the meaning is the same. Fitting, since this chive is obtained by using a character's technique to defeat an enemy before the battle even begins.
