This achievement has no cultural references in the English and Chinese versions. It is likely specific to the game. There are a lot of different kinds of animated billboards in Penacony, with none of them being hostile (just sometimes annoying) towards the Trailblazer. We're all friends here, no worries (even if we hit them or run them over...).
