Requires going back and forth talking to two NPCs in the Artisanship Commission by teleport platforms. The first NPC is on the north center platform. The second NPC is on the south left.

A reference to the historical legend of Jiang Ziya, which was made into the idiom "Grand Duke Jiang goes fishing, a willing person takes the bait." It means a willing victim lets himself be caught of his own will, just like the fish willingly jumps out of water to bite Jiang Ziya's hookless and baitless line.
