This achievement has no cultural references in the English and Chinese versions. It is likely specific to the game. Dream are members of the Sweet Dreams Troupe under the management of the Iris Family. They were created in the image of Clockie and are used to attend to, entertain, and bring joy to the guests of the Dreamscape. Fixing the Dream Tickers is kinda like fixing the inner mechanisms of a clock/watch and getting it to sync with the right time.
