This conveys the idea that the Qin Dynasty lost the support of the people, leading to a scramble for what was lost. In the context of the chive, the deer represents the power of the Abundance (I mean, there IS the annoying Abundant Ebon Deer players face) going haywire, of the Xianzhou Luofu people "losing control" over the dormant Ambrosial Arbor's resurrection and its roots breaching the Artisanship Commission, so the Express Crew chases and hunts it down.
